Pay Range:
The UMass President’s Office expects to pay within an approximate hiring range between $90,000 - $110,000 for this position. The specific pay for this position will be determined by the University based on consideration of all relevant factors when and if it decides to extend an offer of employment.
Primary Work Location:
Charles River Campus of UMass Amherst. Hybrid work schedule.
Job Summary:
The University of Massachusetts Building Authority (UMBA) Capital Project Team oversees UMBA’s capital projects on the five UMass campuses from concept through project close-out.
The Capital Projects PMIS Program Administrator works as part of a motivated team reporting to the Director of Capital Projects and will be responsible for monitoring and assisting with the implementation of the UMBA’s capital programs on the University of Massachusetts campuses.
Essential Functions:
System Implementation and Configuration
- Partner with consultants, IT, and project teams to implement UMBA’s Project Management Information System (PMIS), ensuring alignment with capital project business processes.
- Participate in requirements gathering, configuration reviews, and testing to confirm workflows meet operational needs.
- Document business rules, workflows, and data standards to guide configuration and system governance.
- Support data migration, validation, and user acceptance testing activities.
- Maintain integration between PMIS and other enterprise systems (e.g., financial, document management, scheduling, and analytics tools).
System Administration and Support
- Serve as UMBA’s PMIS subject matter expert, overseeing daily operation, maintenance, and upgrades.
- Manage user accounts, permissions, and security roles; ensure data integrity and system documentation are maintained and compliant with governance policies.
- Provide user support, troubleshoot issues, and liaise with vendor technical support as needed.
- Create, maintain, and distribute dashboards and reports using PMIS tools or integrated BI platforms (Power BI, Tableau, etc.).
- Evolve and provide end-user training programs, quick reference guides, and make recommendations to change and improve PMIS.
Reporting and Analytics
- Design and maintain dashboards and reports to monitor project budgets, schedules, and performance metrics.
- Conduct data analysis to support decision-making and identify process improvements.
- Manage coordination of monthly project status reports and other management deliverables.
Project Management
- Support Capital Projects Team by monitoring and assisting all phases of design and construction projects from start to final acceptance of the UMBA’s capital projects. Projects include new construction, major renovations, and energy conservation.
- Participate in design and construction project meetings and site visits.
- Monitor budgets, schedules, design and construction of projects funded by the UMBA under the University System’s Capital Plan.
- Assist with management of consultants and contractors by overseeing and reviewing various design, construction and project close-out activities, including, programming, studies design phase milestones, cost estimates, bidding, prevailing wage compliance, construction administration, schedule and project budget.
- Potential to perform related duties as assigned.

Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience):
- Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, or administrative experience in Construction Management, Architecture, Engineering, or Computer Science, of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
I. Certificate or Associate’s degree in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. Bachelor’s degree or higher in a related field may be substituted for three (3) years of the required (A) experience.
- At least one(1) year, hands-on experience with one or more PMIS platforms (e.g., Trimble Unity Connect(e-Builder), Kahua, PMWeb, Unifier, or similar).
- Strong understanding of design and construction project workflows (design review, contracts, budgets, schedules, RFIs, submittals, change management, closeout, etc.).
- Excellent written and verbal communication skills, including the ability to explain complex technical concepts to non-technical audiences.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook).
- Ability to manage multiple priorities, work independently, and travel to all UMass campuses as required.
Preferred Qualifications (Knowledge, Skills, Abilities, Education, Experience):
- Experience with system administration, data analytics, and report/dashboard creation (Power BI, Tableau, or similar).
- Prior experience in a higher education or public capital project environment.
- Familiarity with Massachusetts laws (M.G.L. Chapters 7, 30, 149 and 149A).
- Experience implementing or supporting large-scale enterprise software systems.
- Knowledge of database structures (incl SQL), data governance, and reporting architecture.
