General Summary:
The Project Manager Space and Lab Renovations (PM) is responsible for a wide range of duties related to the planning, design and construction of space change and labs renovation projects at the University of Massachusetts Boston, The PM is also responsible for supporting the University’s Planning, Strategic Planning, Space Management and Facilities Information processes by obtaining and maintaining data on the University’s facilities, including “as built” plans of existing buildings, building and project files and space inventory. The PMs tasks will vary depending on the model of project delivery. A full scope of project management services will be provided on self-performed projects or projects delegated to the University by DCAMM or UMBA
Examples of Duties:
- Act as the Project Manager for self-performed projects, including, as applicable to the specific project, the following duties:
- Manage multiple projects simultaneously.
- Projects are typically $2m or less in value, space change and lab renovation projects but other projects as assigned.
- Lead lab improvement initiatives focused on enhancing research capabilities, optimizing workflow and ensuring compliance with environmental and safety regulatory standards.
- Manage, track and report upon project progress throughout the life cycle of the project;
- Manage the project’s user groups for scoping, design development and coordination of delivery of projects;
- Manage the project’s design process;
- Provide the University with expertise regarding the feasibility and timing of projects during the design phase, including issues that would impact cost, schedule, operations, facilities and site;
- Create project schedules for review, monitoring and reporting;
- Provide for job site and campus logistical planning;
- Monitor and document activities and project progress throughout both the design and construction phases.
- During the construction phase, provide on-site monitoring and documentation of contractor work through the completion of daily project reports. Review construction in place against contracted design drawings and specifications, review project progress against the project schedule and review the project costs versus the contracted budget. Make appropriate adjustments, report out major issues;
- Provide recommendations on change estimates and change orders;
- Monitor Contractor submittals, shops, rfi’s, etc. and A/E approvals assessing impacts on cost and schedule;
- Coordinate, procure, receive and manage installation as necessary the University’s responsibilities for Furniture, Fixtures and Equipment as appropriate for specific projects;
- Supervise arrangements for, and scheduling with, affected departments in any interruption of utilities, power, roads and parking caused by construction;
- Review plans and specifications throughout the design process in order to ensure that University design, product specifications and operating needs are met. Recommends and coordinates the review of plans and specifications by other University staff and, as necessary, specialized consultants. Makes recommendations on changes in project specifications or design to improve constructability and contract administration;
- Manage the plan review process for assigned projects by taking actions which include, but may not be limited to, preparing materials for review in a central location, determining those UMB representatives to be involved in the process, contacting and reviewing the responses of UMB reviewers, compiling UMB comments and forwarding those comments to the appropriate person/organization, and ensuring that UMB comments are considered, responded to and, as appropriate, reflected in future design documents. Management of the project review process may also include determining the need for outside review of plans and specifications by specialist consultants, arranging for the participation of such consultants in the plan review process and ensuring that consultant comments are reflected in future design documents;
- Attend scheduled project meetings with concerned parties, including contractors, designers, consultants and end-users. On self-performed projects, the UMB Project Manager may run the meetings but will take the minutes of said meetings and distribute same to all attendees and others as appropriate;
- Direct the one year-warranty phase of projects and reports items requiring correction. Follows up to ensure that adequate measures are taken by appropriate parties;
- Ensure turn over materials are transferred to the Facilities Information team.
Planning and Information
- Maintain and manage accurate information on university facilities and spaces to support campus Planning, Strategic Planning, the work of the University’s Space Committee and the space allocation process, by performing work that may include some, or all, of the following tasks:
- Organize and maintain architectural drawings of university facilities and infrastructure;
- Audit (measure) and record all space in university facilities;
- Draw and establish electronically stored floor plans;
- Establish room records for all spaces containing pertinent information on the space related to systems and function;
- Integrate “as built” drawings from renovation or repair projects into master CAD files;
- Conduct annual space verification surveys for all University spaces;
- Survey and record information on building systems and components and document the location of key equipment;
- Perform building space audits on a cycle determined by Departmental or University leadership for all University facilities; and
- Modify drawings and other building information based on notification of a space change.
- Conduct facility and systems inspections and report on same in order to support the development of University Capital Plans and the prioritization of contracted and in-house maintenance work.
- Inspect the work of contractors, sub-contractors and/or in-house personnel to ensure that all work conforms to plans and specifications, follows good construction practices and is of good quality.
- Coordinates with other state and/or local agencies for matters under their jurisdiction, including the Division of Capital Asset Management and Maintenance, the University of Massachusetts Building Authority, Boston Fire Department, Massachusetts Department of Public Safety.
- Input and maintain building drawings using AutoCAD in order to maintain accurate and up to date drawings of university facilities. Incorporate new “as built” files received from contractors and designers into the University’s CAD library at the completion of projects.
- Organize and maintain record drawing files, project manuals and product literature.
- Provide technical and professional services required to implement and maintain the University’s Space Inventory system and support the space allocation process.
- Provide for the organization, management, maintenance and development of construction documents and architectural, engineering and campus map drawings in a central location for all projects and all university facilities.
- The duties for this position described above are representative and can be assigned in any combination. As the nature of priorities and projects can vary over time, duties should not be considered as being listed in any priority order.
Qualifications:
- Bachelor’s degree in Architecture, Engineering, Construction Management or a related field from an accredited institution or an equivalent combination of education and experience in the design and/or construction industries.
- Ten years’ experience in Project Management, Construction Management, Project Planning and/or Institutional Planning, preferably in a university setting, research, laboratory or highly technical environment.
- Demonstrated expertise in delivering lab projects or research-intensive renovations projects, preferably in highly technical and regulated environments.
- Public sector project management preferred.
- Expertise in project management methodologies.
- Substantial knowledge of design and construction industry best practices.
- The ability to interpret specifications and architectural drawings.
- Ability to read and comprehend plans, specifications and standards.
- Proven ability to maintain, manage and prepare reports and records.
- Demonstrated analytic, problem solving, planning, organizational and interpersonal skills.
- Demonstrated ability to handle multiple projects, work with a high level of accuracy and attention to detail, prioritize effectively and exercise sound judgment.
- Demonstrated ability to work with diverse groups including faculty, researchers and all levels of management and staff and the ability to work effectively independently or as part of a team.
- Working knowledge of Massachusetts Building Codes, fire safety codes and requirements.
- Excellent written and verbal communication skills and the ability to make design and construction industry terminology and processes understandable to end-users.
- Demonstrated proficiency with Microsoft Office Suite, Microsoft Project and AutoCAD software products preferred.
