Job Summary

Under the general direction of the Senior Budget Analyst, the Budget Analyst is responsible for analyzing Facilities & Campus Services (F&CS) operating, utilities, and project budgets and provides clear and accurate financial and labor data to F&CS managers and directors.

 

Essential Functions

  • Processes recharge billing for all F&CS/PP divisions including reconciliation of charges processed ensuring billing accuracy. Develops and maintains reporting for revenue operations.
  • Develops annual revenue and operating funds budget submissions for review by Assistant Director and Director.
  • Monitors and analyzes each division’s spending to ensure they are within their spending plan to reports any anomalies.
  • Collects, interprets, and analyzes internal and external financial and organizational data.
  • Provides support to Assistant Director and F&CS departments in developing PeopleSoft queries to access financial information to ensure that appropriate and accurate financial records are maintained.
  • Develops ad hoc reports and does data retrieval. Evaluates various mainframe systems to ensure there is a financial reconciliation on a regular basis between internal maintenance and project management systems and PeopleSoft.
  • Designs, implements, and maintains reporting tools to assist departmental managers and directors in tracking expenses, encumbrances, and other transactions against budgets. Trains managers in the use of the tools as necessary.
  • Prepares budgets and related analysis on capital project activity.
  • Reviews accounting procedure and systems and makes recommendations.
  • Promotes and assures continuous quality improvements and establishes and maintains productive relationships with a full range of personnel that reflects a strong commitment to customer service and a respect for a diverse campus community.
  • Assumes responsibilities in the absence of the Senior Budget Analyst.

Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

  • Bachelor’s Degree in business, finance, accounting, or related field and more than three years’ experience in accounting or budgeting field. Two (2) years of relevant experience may be substituted for an Associate's degree.
  • Demonstrated experience with relational database systems and related software used to create financial reports.
  • Demonstrated experience in computer business applications, including spreadsheets, database management systems and report design tools.
  • Ability to solve complex problems, maintain complex records and organize information to prepare executive quality reports.
  • Excellent oral, written and graphic communications skills required to provide clear and concise instructions and to develop well-organized and graphically pleasing formats for presenting information.
  • Ability to work effectively in a large organization within established regulations, policies, and procedures.
  • Able to develop and maintain up-to-date reporting environment in order to test the integrity of data from multiple non-integrated data sources.

Work Schedule

  • Monday-Friday 7:00 AM - 3:00 PM is typical
  • This position has the opportunity for a hybrid work schedule, which is defined by the University as an arrangement where an employee’s work is regularly performed at a location other than the campus workspace for a portion of the week. As this position falls within the Professional Staff Union, it is subject to the terms and conditions of the Professional Staff Union collective
    bargaining agreement.
