General Summary:

The Assistant CIO for Business Operations is a senior leader within Information Technology Business Operations, reporting
directly to the Chief Information Officer (CIO) and serving as a full member of the IT Senior Leadership Team. This role serves
as the chief business and operations leader for IT, responsible for ensuring strong financial stewardship, effective workforce
and organizational management, modern operational practices, and sound governance of vendors, contracts, assets, and facilities.

The incumbent partners closely with the CIO and IT leadership to translate strategy into execution, modernize IT business
operations, and ensure the IT organization operates with transparency, accountability, and long-term sustainability in support
of the University’s mission.

 

Examples of Duties:

• Serve as a core member of the IT Senior Leadership Team and strategic partner to the CIO on planning, execution, and
   operational performance.
• Lead the continuous improvement and modernization of IT business operations, processes, and governance.
• Own IT’s multi-year operating and capital budgets, including planning, forecasting, allocation, execution, and financial
   reporting.
• Provide transparent financial oversight and analysis to support strategic investment decisions and institutional
   priorities.
• Ensure strong fiscal controls, stewardship of funds, and compliance with University and system policies.
• Oversee IT workforce operations, including hiring, onboarding, performance management, organizational design, and
   succession planning.
• Lead IT’s people and labor relations strategy in partnership with Human Resources and Labor Relations, including
   engagement with union processes as required.
• Own the lifecycle management of IT contracts, vendors, and major service providers, ensuring value, alignment with
   strategy, and effective governance.
• Maintain visibility and oversight of enterprise IT commitments across vendors, partners, and system-level providers.
• Oversee IT asset management, including lifecycle planning, refresh strategies, and retirement of obsolete
   technologies.
• Provide strategic oversight of IT spaces and facilities, including data centers, network and lab environments, service
   spaces, and offices.
• Partner with Finance, HR, Procurement, Facilities, Academic Affairs, and other campus stakeholders to ensure
   effective end-to-end operations.
• Represent IT, as needed, in university and system-wide initiatives, committees, and strategic efforts.
• Lead or oversee high-impact, high-visibility initiatives on behalf of the CIO that cross organizational or functional
   boundaries.
• Handle complex, confidential and sensitive operational matters requiring executive judgment and discretion.
• Perform other duties as assigned.

 

Qualifications:

• Bachelor’s degree required; Master’s degree preferred.
• Minimum of ten (10) years of progressively responsible experience in business operations, finance, administration, or
   IT operations leadership, preferably in higher education or similarly complex organizations.
• Demonstrated experience in:
         o Budgeting and multi-year financial planning
         o Workforce and organizational management
         o Vendor and contract management
         o Operating in matrixed, highly collaborative environments
• Experience working in unionized environments strongly preferred.
• Strong executive communication, leadership, negotiation, and stakeholder management skills.
• Proven ability to operate both strategically and operationally and to drive change in complex organizations.
• Strong analytical, organizational, and problem-solving skills.
• Strong commitment to customer service and the University’s mission.

Supervision Received:

The Assistant CIO for Business Operations reports directly to the Chief Information Officer and is expected to operate with a high degree of independence, judgment, and autonomy.

Supervision Exercised:

The incumbent directly supervises the staff and functions of the IT Business Operations area and related administrative and operational units.

This is a non-union exempt position. 

UMass Boston expects to pay within an approximate range between $94,800 and $137,599 for this position.  

The specific pay for this position will be determined by the University based on the consideration of all relevant factors when and if it decides to extend an offer of employment.
